House passes bill to double 911 fee for cell phone users

The monthly E-911 charge for cell phone users would jump from $1.48 to $3 under a bill passed by the House of Delegates.

The House voted 59-36 on Wednesday for the bill (HB3208) that raises the charge, which funds 911 emergency centers throughout West Virginia.

The bill also changes the formula for distributing such funds from being based on the number of conventional, land-based telephone lines in a county. Instead, the bill calls for each of the 55 counties to first get 1 percent, with the remaining 45 percent distributed based on landlines.

Kanawha and Cabell counties would lose money under the new apportionment formula, while the remaining 53 counties would see an increase in such funds.

Kanawha County, which is building a new 911 center, would lose more than $250,000 annually. Cabell County would lose about $12,000.

All delegates representing Kanawha County voted against the issue.

"It’s a tragedy for the people of Kanawha County," said Delegate Sharon Spencer, D-Kanawha.

Kanawha County Commission President Kent Carper said the county may be forced to raise its landline fee to replace the funds.

"This is an attack directly on the taxpayers of Kanawha County," Carper said.

Finance Chairman Harold Michael, D-Hardy, said the new formula gives small counties with high landline E-911 rates additional funds.

"It evens out across the state," Michael said.

Grant and Hardy counties charge the state’s highest monthly landline E-911 rate at $3.75, Michael said.

Harrison County charges the lowest at 98 cents monthly, he said.

The bill now goes to the Senate.
